On 24 November 2014, Morocco ratified the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT). This ratification commits it to establishing a National Mechanism for the Prevention of Torture (NPM) before December 2015.
To this day, the appointment of the NPM is still under discussion. The National Human Rights Council (NHRC, Conseil national des droits de l’homme, CNDH) might be considered.
The mandate of the NHRC is the protection and defence of human rights and freedoms in Morocco. It carries out detention centre visits and monitors violations. In this capacity, it receives complaints of ill-treatment from prisoners and NGOs. A mailbox system enables prisoners to contact the NHRC from prison. The Inter-ministerial Delegation for Human Rights (Délégation interministérielle aux droits de l’homme, DIDH) is responsible for distributing the content of the mailboxes to the NHRC and the Delegate General for Prisons.
