Improve the physical condition of prison buildings and reduce prison overcrowding. Encourage prisoner self-responsibility by introducing new models of open detention and dynamic surveillance.
Provide effective access to education, professional training, and/or work for all detainees.
Improve the penitentiary health system by increasing medical facilities and staff. Close all OPGs immediately, as required by law.
Give more attention to the specific needs and requirements of minorities, in particular foreigners and LGBTI prisoners.
